Code Enforcement and Construction

The Division of Code Enforcement, headed by the Construction Official, is responsible for the enforcement of the Uniform Construction Code for all pre-existing and new construction in the Township. The Division is a Class I Agency and performs all building, electrical, plumbing and fire plan reviews in-house.  It oversees commercial and residential projects for plan review, permit processing and field inspections; and issues permits and Certificates of Occupancy (COs).

West Windsor Code Enforcement Division is happy to announce that we are now able to accept credit cards and echecks for permit payments. Payments can be submitted directly online via the SDL portal (www.sdlportal.com/towns/nj/mercer/westwindsortwp)  through MuniciPay. There will be a credit card processing charge of 2.65% and echeck charge of $1.50 per transaction.

Guidance Documents:

To assist the public with submission of complete and accurate Construction Permit Applications, the Division staff plan the creation of guidance documents to help address the issue of technically incomplete or deficient applications. The goal of these guidance documents is to help applicants to achieve success in obtaining their desired Construction Permits more quickly, by helping to reduce the number of failed plan reviews and reduce the length of plan review timeframes due to missing or incomplete information. Contractor Registration:

West Windsor local Code section 66-1 requires that all contractors and subcontractors performing work within the Township that is subject to a Construction Permit be registered with the Township Division of Code Enforcement.  An Owner performing their own work without the use of any contractor or subcontractor is not required to register. Inspections: 

  • Please use the SDL Portal to schedule an inspection request.
  • Plans and all supporting documentation released by the Code Enforcement must be on-site at time of inspection. These released plans can be put in a conspicuous place on-site, such as at the front door.

Once you create an account, citizens, businesses and professionals can use the SDL Portal to engage with the municipality online 24/7 to:
