West Windsor Township
In April of 2004, the Township of West Windsor began a process to identify and designate an area around the Princeton Junction Station at West Windsor as an Area in Need of Redevelopment in accordance with the Local Redevelopment and Housing Law. The objective of this designation was to secure technical, financial, and other types of assistance for the development of a “downtown” area for West Windsor.
A study was completed in September of 2005 and both the Township Planning Board and Council agreed that 350 acres around the train station qualified for redevelopment: 27.5 acres of impervious surface parking owned by New Jersey Transit, West Windsor Township, and private entities; 128.21 acres that are vacant or open space; and 109.15 acres that are publicly or railroad owned. The remainder of the acreage is currently used for retail, office, and industrial. In December of 2005, along with an official resolution of approval by the Township Governing Body, the study was sent to the State to formally request designation of an Area in Need of Redevelopment. Official designation was granted to the Township in February of 2006.
At this point, a search began for a redevelopment planner and seventeen firms were culled to three which provided open, public presentations on their qualifications. In 2007, open public workshops were held by the selected redevelopment planner to begin drafting a Redevelopment Plan. Numerous meetings took place with Township Council and the Planning Board. 2008 saw a number of workshops to refine the Redevelopment Plan and on March 23, 2009, the Redevelopment Plan was adopted
